Standing Orders

The Board meetings of the Deputies shall be held on a quarterly basis. This shall be the first Wednesday of March, June, September and December (except where this falls on a bank holiday) and that the chair be taken at 7.30 pm prompt.

That the following shall be the order of business at the Board meetings:

The minutes of the last Board meeting and special meeting (if any) shall be confirmed, as read.

The Reports of Committees shall be considered.

Special business of which notice has been given at a previous Board meeting or General Purpose committee meeting. Deputies will be notified of any special business prior to the Board meeting.

Questions may be asked by any Deputy, and Notices of Motions given.

To hear any complaint or requisition made by any Freeman or Freeman’s widow and to receive deputations.

That no motion shall be made at any meeting unless notice of the same, in writing has been given to a Board meeting or the General Purpose meeting and no resolution once considered by the Deputies shall be reconsidered within six months from the date of passing or refusing the same, except with the consent of the Deputies.

That every member shall rise on addressing the Board.

That a member shall not speak twice on the same subject, except it be strictly in explanation and then only with the permission of the Chairman; and except the mover of a resolution, who shall have the right to reply.

That in entering minutes of proceedings, the name of the mover and seconder of each resolution will be recorded. The seconder shall be from the committee of the mover.

That any member desirous of asking a question from another member of the Board shall do so through the Chairman only.

That a list of the members of the Board of Deputies, and of any committee attached there to, together with these Standing Orders, shall be printed, and a copy furnished to each member.

That Chairman and Vice-Chairman of the Board and the committee Chairmen are authorised to spend up to £1,000 per month without prior reference to the Board for the maintenance of the estate and to provide support to the residents of Freemen’s Holt and to needy Freemen or Freemen’s widows elsewhere in the county of Leicestershire.

Where such money is expended an account must be rendered at the next Finance committee. Except in cases of great urgency, at least three tenders are to be obtained for all goods to be supplied to the Board and for all work required to be done on the estate where the cost exceeds £500.

That no member of the Board, except he be Chairman, Vice Chairman, Treasurer or Chairman of a committee, be permitted to wait upon any central or local government departments, the Solicitors, Architects, Auditors or Bankers of the Board, on business connected with the Freemen’s Estate without written authority of the Board. No member of staff will be authorised to discuss the Freemen or their business with the media. Any information on the Freemen may only be obtained by the media from the Chairman or the Clerk.

That one-third of the members of each committee shall form a quorum.

Deputies must declare any interest (either direct or indirect) in any activity approved by committees or by the Board.

Deputies are required to attend at least one third of the meetings that they are requested to attend during the year, or to have provided support to other activities in order to remain in office.

Welfare & Pensions, Property & Estates, General Purpose and Finance committees will be held on a monthly basis to oversee the running of the charity and estate. The committees will:

Run the Charity as normal between the quarterly Board meetings.

Have responsibility to authorise expenditure that is included in the annual budget as approved by the Board.

Have responsibility to authorise Freemen’s and Freemen’s widows’ requests.

Progress applications for charitable payment and bungalow applications.

Approve payment of invoices and expenses within the approved budget on a monthly basis or as otherwise required.
