The Board of Deputies is the governing body of the Charity, responsible for establishing and implementing the aims and objectives contained in its mission statement, and for its ongoing management.
Up to 21 Deputies may serve on the Board and, during 2009, the Board was made up of 15 Deputies who meet quarterly to review the workings of four sub-committees: Welfare and Pensions, Property and Estates, General Purpose and Finance, which all met monthly. All Deputies serve on the Board as well as other sub-committees as required.
Responsibility is delegated to the four sub-committees which focus on various aspects of the Charity. Activities and expenditure are approved by the Board on a quarterly basis.
The General Purpose committee is chaired by the vice chairman of the Board. It undertakes any tasks or projects that do not fall under the terms of reference of the other committees.
Special sub-committees may be formed from time to time to deal with a specific task or project.
Deputies must be Freemen who reside in Leicestershire willing to provide their time and expertise to the Charity on a voluntary unpaid basis. Two nominations by other registered Freemen are required for a candidate to become a Deputy.
Deputies should have been Freemen for at least three years and will be accepted on the Board subject to vacancies at the time of their nomination. All Deputies serve for three years and receive their training working actively on the sub-committees with specialist courses attended as necessary.
The legal requirements of a Deputy as a Charity Trustee are outlined on appointment. Deputies may be re-nominated at the AGM after three years service.
It is customary for the Chairman of the Board to have had previous service on each committee. They may serve as Chairman for two years and together with the Vice-Chairman attends all meetings.
If more than 21 Deputies are nominated, an election is held in March of each year from which 21 Deputies are elected by registered Freemen and Freemens widows/widowers resident in the county of Leicestershire.
Any eligible Freeman who can spare a couple of hours a month and who is prepared to become a Deputy to contribute towards the running of the Charity would be made most welcome.
No specific qualifications or experience are necessary, just a willingness to use common sense and judgement.
Deputies cannot be a beneficiary of the Charity. If a deputy becomes a beneficiary they must resign from the Board.
